Cap Hill prices are no where near that bad. You can get a 1 br for $1300 no problem and if its one of the older buildings off near poets row or heading out towards cheeseman park, it will likely have heat/utilities included.
Louisville just set their all time record last year for pretty much all violent crime. The homeless population has exploded. They decriminalized panhandling, so now every grocery store in the city has beggers standing out front. They had one of the worst race riots in the past 50 years in the US during covid after the Breonna Taylor shooting. The city defunded the police and the crime has spread to the sbuburbs. The weather is terrible. It's cold and rainy all winter, hot and humid all summer. Tornadoes routinely rip through the city. The air pollution is terrible. The job market is terrible. They pay $7.25 for minimum wage, so none of the blacks in the city will work. They just get welfare. The taxes are really high. Traffic is a nightmare. And despite all the problems, home prices have doubled there in the past 10 years. Louisville is right up there in the top 3 for worst cities in the US with Detroit and St Louis.
Lived for two years in Boulder in the late 2000s, it sucks if you don't like snow. It's always cold and snowy except for two months out of the year where it's sweltering hot.
Avoid both cities, that place is not meant for humans.
