It is completely up to your employer to decide how much time off to give you. And when you are offered time off it is usually only about 10-13 days. You are also expected to act like this time off granted by your employer is a generous gift that you should be grateful for. In America freedom means freedom of employers to exploit workers, and freedom to lick boots. Additionally, there is no push either at the federal, state, or local levels to change this. I make $135k at mine and have 20 days of annual leave, 20 sick days that renew annually, and 7 holidays each year. I wouldn't have had the 20 days of annual leave but I asked for it when I got the initial offer letter.

By the way at my first job I sold back six weeks of PTO right after negotiating a 30% pay raise, which the company bought at the higher pay instead of the pay I earned the PTO at. My second job gave me two weeks of paternity leave also that I specifically asked for because I was about to have a kid.
A locally owned construction equipment company with a few branches and 100ish employees. I've been there 15 years full time. The downside is my days off expire at the end of the year. up until the 2000s they would give up to 30 or 35 days per year. I think everyone gets an additional day or two for every year they are employed. Pre Obamacare we had no copays and no monthly deductions for health insurance.

When I used to work for the Federal government I had a little under 4 weeks of vacation per year (156 hours), I never would spend it during the year so when Christmas rolled around I was gone. One year I took every Monday and Friday off every week in November and December.

I had a cushy government job for a liberal city that had tons of paid time off, but they never told me about it. I took days off when I needed them because I knew I had vacation days in my bank, but I didn't know I was getting paid for them, I never did the math of my paycheck because they always steal a different amount every time for taxes. When I quit they gave me a check for $4,500 for all the unused vacation days I had, but they don't pay out for paid sick days that I never took (which I would've taken more of had I known). There are two extremes when it comes to workplace attendance- absenteeism and presenteeism.
Absenteeism is when you are out all the time. You take as much vacation time as you can get, and you always call in sick even when feeling only a little iffy, or even fake sickness to skip work. In the full extreme, they may run out of leave and incur disciplinary action from their employer
Presenteeism is the opposite, using as little leave as possible, perhaps only when it's in the "use or lose" state, and maybe even losing leave that expired because you never are out. Presenteeists will go into work even when they are deathly ill and have to be told to go home or go to the doctor to get treated by their superiors.
Generally, most workers are somewhere in between. My interpretation of the anon's comment is he leans toward presenteeism. He had paid leave left over and if his job had a "use or lose" leave policy he probably lost a lot of that leave over time. When it comes to his sick days, there were probably plenty of days where he felt shitty that he dragged himself to work. If he tended more towards absenteeism, he might have taken sick leave on those days.
The two extremes both have their own problems, Absenteeism obviously is bad because they aren't there working and cause coverage issues by their absence. Presenteeism can potentially be worse, if an employee that is ill and has no business being at work infects the rest of your staff it could cause a bigger absence problem then just one asshole who shirks work.
