I hadn’t thought of that and don’t know, but perhaps it does. It would make sense given the weird political “Union” between them. I’ve only ever researched Belarus visas for trips that didn’t also involve Russia, and vice versa.
That said, I would make damned sure that this was the case before trying to enter Belarus.
