Hanoi - personally really loved it
Bangkok - although its fucking unbearably hot, it has a lot to see and do
HCMC - inferior to Hanoi but not bad
PP - I liked it well enough but that's a long time for PP, it doesn't have that much going on

Sounds like bangkok is the move then. started looking into traditional thai architecture and it looks fucking breathtaking. Also i like their green plant policy

i mean why not? it sounds like a great idea to me tbh. id rather chill out with friends while travelling instead of making it a stressful hassle. not that i've done anything like this before
Bangkok doesn't have that much traditional architecture outside of the tourist sites, it's actually a very young city.
And as I spruik Hanoi again - don't write off it's charms!
Are you just going to stay in the city? Bangkok and HCM are the only ones I'd recommend, although Hanoi comes close (depending on its season). If you plan to use the city as an entry point to explore the country, then all of them are good.
Bangkok has by far the most to do. Whatever you enjoy, it has you covered.
Hanoi has great vibes, feels more foreign than global and I liked it the most, but I'm sure you'd run out of things to do much quicker than in BKK.
HCMC is poor man's Bangkok, which I guess is both a pro and a con compared to Hanoi.
PP is an ugly, impoverished shithole. There's fuck all to do unless you're a monger.
Jakarta I haven't been to, but it gets a lot of bad rap whenever I see it mentioned.

I've been to all of them, and spent much more than 3 weeks in all except Jakarta and agree with this. Also, you will need a motorbike in all of them except Bangkok, but Jakarta is an insane place to ride if you aren't experienced.
Why didn't you include Kuala Lumpur? I don't personally love it, but it's better than Jakarta and Phnom Penh

Well, you can use grab to get around in the others, I just find it inconvenient to not have a bike if there's no train system
Unlike the other guys here, I love Pig Penh. I live here. But for three weeks, Vietnam is the best.
Whatever you do, do not stay long term in Phnom Penh. It is an irredeemable shithole and not in a fun or interesting way.
If you have three weeks then you better not be staying in just one city. Asia has great overnight buses where you can sleep on the bus and wake up somewhere new for cheap, you can go many places this way.

BKK or Saigon, everywhere else sucks
If you want to do Cambodia then Siem Reap is fine, PP is a fucking shithole
