The Taliban does not have a final, central authority - it’s mostly fractured into different regional groups that are only united by ideology and relatively informal relationships to the other groups, especially the further you get from Kabul and Khandahar. That he has friends in one Taliban cell might be of very little use if that cell doesn’t already have a close relationship with the one holding him.
