Because some thirdie shitholes treat actual USD like savings bonds because their Monopoly money is garbage. You can get better deals/pricing by paying in USD. Argentina is a good example.

Depends on the country. 10k usd/euro is usually the most you can bring without declaring. But yes, you could bring more as long as you declare at customs (both in the airport at the country you're travelling to and to the customs of your own country). You'll need to prove that you legally obtained that much cash though.
Why would you bring more than like $200? Get a fricking bank account and deposit that shit. Or better yet, use a credit card and pay it off when you get back.
