Nahhh, it's mostly fine. I've walked all over Centro, Rio, and the Parque Morelos/Macro Plaza area no sweat, UABC is fine, Aviación/Hipodromo/Agua Caliente are downright ritzy. The only parts I've ever heard specifically characterized as bad were just west of Zona Norte and Sanchez Taboada way on the southern fringe of the metro.
Centro is fine if you stay on Revolucion during the day. Watch out for petty crime, stay far away from the cops and for god's sake do not wander around the city. Lots of hot poon in TJ and it's well worth a couple of days.
