If you like snorkeling go to the great barrier reef, from either cairns or the Whitsunday Islands.
I mean the Torres Strait Islands are nice enough but it's very remote/expensive to get there, and there are better places in Queensland to do most of the things you do there. I'd only go if you're really interested in the culture.
This, if you want to go to an island tho I suggest around New Caledonia, (the main island is a bit of an eyesore) Fiji, or Vanuatu; reason being is that it is more developed for tourists and won't cost you an arm and a leg. Queensland is nice, check out Airlie beach, fucking beautiful.
It's pretty good, you can go on jetski tours and shit like that, you can also relax at some beautiful places, however keep in mind most local women look like gorillas and the food isn't great (not saying it's terrible, just is not the most diverse)
If you're interested in darkie culture then the Tiwi islands are probably better, it's much more accessible from Darwin and there's actual other stuff to do in Darwin/ the Northern Territory in general as well

I'm traveling to Australia next year from the US to visit people and have the opportunity to make a stopover.

I'm pretty sure you can pay to fish but I don't know about spearfishing, also you can freedive but you do it as a group activity usually

Western Australia is kinda slept on in my opinion so you'll basically never find a crowd
Its huge tho so don't just go wandering around you must purposely select destinations/activities
