What if they're visiting family out of state? It's the parent's fault for not jamming a pacifier in there. Babies making noise has been solved for decades.
Thinking you're entitled to your own private quiet time on a public flight is also selfish. Wanting others in a public space to uphold your ideal standards is inherently selfish whether you're the negligent parent or the annoyed passengers. This doesn't mean one can't be in the right or wrong for a specific scenario, but whether or not the behaviour is selfish is irrelevant
