It should be possible to pay whatever spa activity you want to do separately i.e. pool/sauna, massage, manipedi, tanner etc. but a normal person would probably stay at the spa resort attached hotel and thus get it "cheaper" as the included package.
All I wanna do is access the pools. I'm going to be staying with friends for half of my trip anyway and sleeping at $20 hostels for the rest so I don't need lodging of any kind. I just want a pool ticket, not a $250 overnight bed and breakfast whatever.

You have to look for the local German/French pages and if they don't have an English version you'll have to translate them.

The term you're looking for is "Bad", "Thermalbad" or "Erlebnisbad".
As someone mentioned, Baden-Baden should be on your list and you're probably just close enough for a day trip. Caracalla and Friedrichsbad definitely do day visits and fit your brief perfectly and you could just about appreciate both in the same day. Caracalla better for the saunas and Friedrichsbad for the 'baths'

Go to budapest, Széchenyi Baths is a grwat place you can enter and stay the hole day, nit attached to a hotel. Fairly cheap.

Pretty much all the thermal spas in Hungary do day tickets. Sarvar is popular. Demjen Cascade is pretty cool. If you're going during the summer, the strand in Debrecen (with attached thermal spa) is the best in Hungary, in my opinion. All of those places should run you $20-$25 for a day ticket, and you should be able to find cheap places to stay nearby.
