Is there any super specific rule you need to know about the city? We searched online thinking we may have been doing something wrong but found nothing. Also the common folk seem to know no English but people working in touristic places are surprisingly fluent. Yet the moment they found out they had to speak in English their faces turned grim and mean. Also a surprising amount of food/cosmetics/etc posters in Cyrillic.

Most places want you to at least try to speak their language. If you can't be bothered to learn the first 2-300 words (takes 5 hours tops) to make the most basic requests, that's sort of your own problem.
And obviously you are not able to do this, but don't start by speaking English At least try to speak the local language and fail before resorting to English.

A lot of brands produce one type of stuff for the general "eastern European" market and they label the product with descriptions in all languages in this area. Also we have a big Ukrainian community in Poland and also other Russian-speaking minorities (Belarussians, Moldovans, Central Asians etc.)

I'm Polish and while I've never been in Warsaw so I don't have experience with hotel staff and their attitude towards English etc., it sounds pretty standard. In short, in Poland customer is not god and you just have to have that in mind.
It's annoying me to, but I'm already used to it so I try to not belong on other people as much as possible.

At this point, every tenth person you see on the street is Ukrainian. And that's country-wide, the ratio is far higher in cities.
