You'll have to be patient if you plan to use public transport and cross one of the busiest borders in the world. It's easier to get out than back in, and there are spots that are better for that but don't be surprised if you're strip searched and grilled to death. I honestly wouldn't recommend that. Correct me if I'm wrong, but aren't there cross-border car rental agencies right around there? Unless you're clearly a coke mule it would be far less of a hassle to just rent a car for a few hours and then take the public transit within the country.
Going in to US yeah you'll get hit up for a vaccination card but going out I'm not sure honestly. It's pretty touch and go now so you'd need someone who has travelled there recently to tell you.
When I went to Tijuana they didn't even check it going in to Mexico but the US border guards were not fucking around going back (probably more due to the amount of narcotics that flow through that particular border).

Yes I'm not a US national and I want to visit this summer. No vaxpass. So flying in to the US at this time seems unlikely.
I was wondering if maybe I flew to Mexico first, the southern border guards might be more likely to be looking for drug/gun/people traffickers than "antivaxxers" and then I could just drive through or get a bus or something but it seems that's risky too now.

Restaurant scene is pretty good, excellent quality meals for 1/3rd the price you'd pay in the U.S. Delicious seafood, tacos obvi, and many other types of world cuisine.
There are a ton of craft breweries in the main downtown, as well as some great cocktail bars. Casino as well if gambling is your thing.
If outside the downtown region is your thing, Playas de Tijuana is a nice place to visit. You can see the U.S. fence/side and see the differences up close. (U.S. side is a shitty park with border agents everywhere, Mexico side is a beach boardwalk with many places to eat, as well as beaches, and other touristy stuff.)
Like another said, there's usually some kind of event going on. Concerts at Black Box, or the soccer stadium. There's soccer games, baseball, bull fighting, AAA wrestling. Even further on, would be Parque Morelos. Its their version of Central Park, theres a museum, zoo, and trails to walk/chill at. Pretty safe family friendly place.
If you're gonna spend a whole day there to see more things, I highly suggest you stay the night. There are great hotels there that cost under $99 a night, like the Grand Hotel, Real Inn, or Lucerna. If you want closer to downtown Hotel Ceasars or Cascada (the one next to Hong Kong in the red light district) are also decent options. If you want something new but more expensive, then Hotel Lafayette just opened up and has great reviews.
