nice cities, but you kind of need a local as a friend/guide if you absolutely don't want to be ripped off at any point and want to see what's nice. a lot of interesting places aren't commonly advertised so you'd have to be in the know.

Getting overcharged on souvenirs or something isn't the end of the world. How common are variants of the teahouse scam? If those are ubiquitous, that would be annoying.
Complete shitholes, don't even bother. Bucharest at least has some decent night life and bars, but Constanta is just a shitty overpriced crowded tourist city in the summer with nothing to visit or see beside an ultra average beach. And the sea side of romania is super boring anyway, why would anyone even think of going there when you could just go to Bulgaria or Greece and have a infinitely better experience.
For romania just stick to the transilvania and bucovina areas, the rest of the country is completely missable. The mountains are at least nice to visit.
