$1000 is kinda tough outside SEA, and even with SEA you are barely cutting it. There are cooler places up in the mountains of India and SEA where it doesn't get crazy hot if weather is a concern.

Not everywhere, there are mountainous areas which are temperate in summer and freezing in winter - at that point its not so bad to go to the lowlands for more bearable weather.

That's very little money, even in a shithole country. Expatriating isn't worth it if your purchasing power doesn't give you a better life. I'd honestly prefer to stay in the U.S. and try to survive around my family than go become poor in another country.
Small town in Uruguay or Argentina. That's less than the median household income but more than the median salary (country wise). In a small city you would be fine. I hope you do like a humble life, though.
