Why are 'scams' so popular in Europe? Whether it be local businesses or people on the street or pickpockets this seems to be a uniquely European problem. I'm a Brit and have literally never encountered anything like this in the UK or the US.

we are more civilised. our scams are perpetrated by large corporations and government, not oiks on the street

Pickpockets are absolutely a thing in the UK. You don't get targeted because you don't look like a tourist and you don't carry a handbag.
