Why are 'scams' so popular in Europe?

Why are 'scams' so popular in Europe? Whether it be local businesses or people on the street or pickpockets this seems to be a uniquely European problem. I'm a Brit and have literally never encountered anything like this in the UK or the US.

      Gypsies are only part of the problem, you can get ripped off anywhere.
      Knowing the prices ahead of going somewhere will prevent 95% of scams.

    Pickpockets are absolutely a thing in the UK. You don't get targeted because you don't look like a tourist and you don't carry a handbag.

    Scams are absolutely a thing though, flower ladies, Roma who take their drugged up babies on Tube trains to beg

    I've seen three card monty in NYC, wtf are you talking about? Also, go to south america and find out how wrong you are. Same thing in Thailand with some ladyboy prostitutes threatening to blackmail you. Istanbul club scams are a thing, same with the belarusian ladder scam.

    Hell, there's an entire show called Scam City about the various scams in cities throughout the world.
