Vienna and Budapest are boring because they're easy tourism destinations. Heavily westernized and filled with other tourists. It's too easy to have a good time and stay within your comfort zone.

Casually? Budapest only has 2 buildings that attract tourists, Krakow has a whole Old Town and a half. To me, Budapest and Bucharest are in the same league, Krakow is in the same league as Prague, albeit on a smaller scale.
