What's dangerous is the hostile environment, how easy it is to get lost and how far you are from civilization if you do end up getting lost. That's why it's important to hire a local guide who specializes in desert activities so you can safely travel.
If you just follow the roads you'll be fine but you'll miss out on a lot of amazing views, some of which are a little away from the main roads, hence the need for a guide.
Avoid the border with Mali and Libya, lots of smugglers/migrants/criminal organizations doing their illicit trade in the area.

I don't know why you would let yourself get bamboozled by the algerian administration when you have Tunisia which is smaller, easier to access, has everything Algeria has in term of landscape withtin a 5 hour drive distance.
