The absolute majority of visa policies are motivated by butthurt, in fed speak it's called reciprocity, aka we charge you as much as you charge us.
It isn't the majority of countries. I can go almost anywhere in latin america, europe, the middle east or asia and its a nominal fee to get in. The exceptions really were the butthurt countries, Russia for sure, a ton of scammy African shitholes, I've heard Venezuela too and I think Argentina was but the must have stopped doing it so people visit and spend money.

If you arrive to Dhaka by air you can get a visa on arrival for $50. There is, of course, a theoretical risk of it not being granted for one reason or another but I had no issues.
