The obvious answer is Italy. The high speed trains run to every major city. You can start in Rome and then hit Florence, Bologna, Verona and then fly out of Venice and only have to ride a total of 5 hours by train. No need to uber in any of those cities because the stations are all right in the middle of town.

the problem is that most countries in MENA have shitty public transport. i guess some places like dubai are quite compact and you can walk to most places anyway (as long as you don't mind walking in baking heat). or use uber/grab or local equivalent
the best country to get around without a car is luxembourg. public transport is efficient and it is all free.
Jordan is pretty easy/cheap to get around. A lot of tourism is based around escorted tours.
You can get air-conditioned minibuses and coaches to most popular places, or a lot of car rental companies will also let you hire a driver for something like $40/day on top of the rental cost, or $70/80 if you're going on a trip that requires the driver to have overnight accommodation.
There's uber and other car sharing services in Amman and probably other major areas too.
Probably Iran. Other than war torn options like Libya/Syria/Iraq/Afghanistan etc, you probably won’t beat Iran for stability, and extremely cheap (and decent quality) buses, trains and taxis.

Singapore. The entire country is only 700 square kilometres and it is completely covered with clean, efficient public transport. It's a hot climate, food is good and reasonably affordable (depending on where you eat) but hotels and other things are expensive. It's very safe and has some interesting and nice places. Also you can take a ferry from Singapore to Batam Island in Indonesia which is only about an hour away. You can also cross the causeway into Malaysia and check out Johor Baru, or you can get a cheap flight with Jetstar to KL.
