I mention those countries because citizenship through naturalization. I would recommend not going through the "travel to another country but don't get citizenship" as I have and know other people who have went through it, you become a slave at the end.
Stay away from the UAE, Saudi Arabia or others as no matter how much money you could get, you still end up a slave.
If you're concerned with education, Germany has free education through the Free University. Austria, Iceland and Norway also have free universities.
The only important thing is that you could get into these countries and become a citizen. Then, you could easily apply to them(provided you have TOEFL or smth similar)
Even if you couldn't live in Egypt as-is, I believe that if you modify your life style, you could live as though you were a king.
Things like Land Acquisition, Gardening, Solar power and Bio fuels reduce your spending by a ton. Beside, wouldn't you get a job as a programmer? That'd give you some 60K USD to play with. Surely, you could live with that in Egypt.
weather is okay , touristic places people will try to hustle and scam you for any usd but if you have usd you'll live in a gated community and live very comfortably .
