Open a foreign bank account, transfer the money into that, winrar.
Or, transfer the money to someone via whatever payment app is popular in the country you're in and get cash from someone else.
It's gonna be awfully hard to convince a bank to create an account using your personal information, then send a card overseas. Even if you do succeed in convincing them that it's legit, expect the card to take a month to arrive.
Call Schwab, get access to your account, and ask them how you can access your money. International wire transfers are the most obvious choice.

As someone who is overseas and had their bank frick up their cards the easiest solution is to download the western union app, send yourself money from your bank account, go pick it up.
transfer fee's are small, and the conversion rates are really good. The only shit thing is finding a Western Union but the app is fairly good, often for SEA you have to talk to someone to confirm it's not a transfer for a scam but still works. Get my money in ~15 minutes usually.
