This, I lived there for 2 years and if you're a foreigner, as long as it isnt a controlled drug, the local cops do not care about you at all. They see you more as a nuisance that pays their salary more than anything.

I just know that Singapore is INSANELY strict when it comes to random items (like chewing gum), so I thought I'd check.

standard english is fine, you're not likely to interact much with locals as a foreigner anyway. They tend to avoid you, as Singapore has been a tourist destination for decades now, and there is no novelty to picking up a white guy for a night out anymore.
