              There are closed neighborhoods in every city
              If you truly are interested I suggest looking into either San Bernardino (city) or Paraguarí (Department)
              Anything near Encarnación works too but the price jumps up a lot more there

              bet you have nice enough weather for pensioners to vacation in straw roof mudhuts and drink fruity stuff from coconuts.
              and I bet you can make a clear water lagoon that doesn't have parasites in it in front of the mudhuts.
