I'm going to Vegas for five days for an event in July. I'm looking for things to do and meet people from other parts of America but don't really want to spend too much time at the casino and I definitely don't want to go to loud rooftop concerts. I'm open to bars but I don't drink alcohol unless I'm very close friends with the people I drink with.
Honestly, my goal is to just find a nice single girl and then enjoy a nice stay Hell's Kitchen or something. Or something else classy

It's too hot to do a lot of my favorite outdoor shit in July in Vegas. Your only option for outdoors activities during the day are the pool, or Mount Charleston. So stay at a hotel with a good pool and rent a car at least for one day. You can walk around the malls in the air conditioning, but you'll only be able to walk the strip at night.
For food, you have to get off the strip a few times and eat in Chinatown. Ichiza, Hachi, Ramen Sora. These are fricking flawless restaurants.
The best place for hanging out is downtown on Fremont Street at night. There are free bands playing pretty much all summer and always on weekend nights on Fremont on multiple stages. There are outdoor bars and it's pretty easy to chat up women with so many people standing around drinking.
I should've mentioned that I'm staying at Westgate and this is my first time. I did some research before I booked my stay and it seems good enough and fortunately there's a pool
If you've never been just stick to the strip and do the normal bucket list of things on the strip.

Yeah this isn't going to happen in vegas if you don't drink socially. Even then vegas has gone down the gutter from what it was precovid and especially pre DUDE WEEED.
Get ready for a culture shock because Vegas has gone full paul blart mode in tourists. You're going to just see families, boomers all over, and mexican/indians EVERYWHERE. I can not understate how bad shit's gotten post covid.
Vegas can be a great place to meet people from all over the world, just be careful because there are a lot of dangerous grifters. If someone appears overly friendly and is eager to go drinking or do drugs with you then they probably have a plan to rob you.
Best food is Chinatown and the authentic taco places off the strip. Tacos El Gordo on the north end of the strip is good but expensive.

I lived in Vegas for 2 years on a tight budget. So OP, Westgate is fine, but it's not on the strip. And it's hot as shit in July, so hopefully the monorail is working when you're there. An unlimited day pass is like $14.
Don't get a hooker. The best case scenario is that they will rob you, or they don't and you get an STD. Don't buy drugs from dealers. You can buy legal weed in stores. For "free" drinks, my favorite place to go on the strip is casino royal. You can play penny slots and get free drinks with like a $1-2 tip per drink. You can also go to Fremont street and go to the liquor store. They will sell you a $5 40oz and pour it into a giant cup for you to legally take out to drink.
The best cheap meal on the strip is In and Out Burger, off the strip, it's the Shish Kabob House.
If you want to shop for cheap, hit the two Ross stores on the Strip. They get amazing stuff from all the local stores.
For nice girls, you want to try driving about 600 miles north to Salt Lake City.
Hookers? Hell no, even if they're hot.

Most of the shops on the strip are overpriced. The North and South Premium outlets are both good. I always stop at the Nike outlet at the south Premium Outlets on my way back home. I'm cheap when I shop. For souvenirs, I always go to the giant Bonanza gift shop on the strip.
It's annoying how all the hotels (aside from Planet Hollywood which has fairly normal stores) all have the exact same ultra premium shops. The Caesars shopping centre used to be comfy with a giant Virgin Megastore...

If you discus ladies of the night, they ban you. You're not even allowed to warn people that instead of hookers, it's infinitely cheaper and safer to just go to an asian massage parlor on west spring mountain blvd.
If you have a car, there are a lot of cool shops off the strip. Cash 4 Chaos is a cool punk record store, the gambler's general store is awesome if you're looking for poker chips. There are a bunch of cool vintage/rockabilly clothing stores in the neighborhood around Red Kat Vintage. They also built a semi-covered outdoor mall near Red Rock called Downtown Summerlin that is really nice for walking around when the weather is good, but you really need to catch it when they're running the indoor market.

Check out Casino Quest. It’s better to book an hour or two, learn the table games, and pretend to be a high roller than to blow your money on casino games you have no idea how to play.
