Most of the beach cities (like Newport, Laguna, Del Mar) are enclaves that attract people who are rich AF and don't work at all or who can work from home. Besides expensive houses, businesses there tend to be things that cater to those people such as plastic surgeons, lawyers, art galleries and fancy restaurants. There's also tourist stuff like hotels and fun zones but you don't find a lot of big companies located there and few normal working class people, they live somewhere else. Carlsbad and Huntington Beach are expensive but have more of a population that works for a living and there's more business there.
For east coast people btw this like saying White Plains, NY is the best city on the east coast... yeah sure, I guess, if you like gated subdivisions and being an hour away from everything.
