Having 1 week of time. What goes on here? How much will a day cost for a western quality of life? Do I need a car or scooter?

A week in Tirana? Don't do it. Its good for a day, maybe two. I spent four days there and regretted staying that long and not going anywhere else in the country. Go to go Shkoder, Elbasan, Gjirokaster, Vlore, or wherever else.
Bound to Tirana area since I have friend there. Should I just leave early to go to greece for longer (wont do much there other than beach and family)?

Yeah, you should travel, spend a lot of time in one place and learn the individual viewpoints of each person you come in contact with. Otherwise, you're just a tourist. Not a traveler.

Is Albania THE place to go to hideout, or buy black market goods? Could I get the documents under the table to get a Serbian or any countries passport?
