PADI Divemaster and working Open Water Instructor here. The great barrier reef is certainly in the top 3, thats where my mother got her certification in the 70's. I don't know how the coral bleaching is there, and if the sites are overcrowded, I haven't been since 2014.
My recommendation for diving would be either Palau for Fiji. I've been to every continent, dove in everyone except the Antarctic. I currently live in Hawaii and work as a SCUBA diving instructor. I have over 1,000 logged dives, and the best place in the world to dive, without a shadow of a doubt is Palau. Palau is a very tiny island nation, with a population of roughly 25,0000 people. In a lot of respects its natural beauty has remained entirely untouched. Taking a boat through the rock islands feels genuinely alien, like you're on the planet Pandora from Avatar. The diving is something else, flocks of shark, vibrantly colored reef fish, all kinds of rays and eels, some of the healthiest and most beautiful coral formations I've ever seen. There is a natural lake filled with nonstinging jelly fish, when I was there you would see around 50 jellyfish is a cubic square foot, the surface is blanketed with them, Unfortunately Chinese tourists went in with poisonous Chinese sunscreen which briefly devastated the ecosystem. I legitimately think countries should start blockading tourism from China, they are entirely careless and indifferent when it comes to being an ecologically responsible tourist.
Yeah getting to Palau is expensive but it is the best diving spot on the planet, so its absolutely worth it, and the country itself is actually quite cheap, its just the travel. I went when I was 13, I'm 26 now and since I've traveled every continent, seen every major must see dive spot, I revisited Palau recently and its still the. peak of recreational diving. It has the best diving on the planet PERIOD. The only places that kinda compare are Indonesia, Yap, and a few other place in Micronesia
I've met tons of black divers, I actually worked at a dive shop in the Seychelles and I was the only non black crew member. They were excellent divers and great instructors.
Best places to dive and best places to learn to dive are two very different things. Gain some experience before you hit the bucket list destinations so you can really appreciate them.
Learning in a more holiday focus destination is a good start, Bali, Koh Tao etc. Where ever your closest boomer beach destination is will prob offer courses. Koh Tao is particularly cheap to learn plus loads of topside action.
Don’t bother with GBR, shit and expensive, lives off its past reputation. Coral Triangle area (Indo, Phils, Thailand) has amazing diving but can be lacking in the bigger stuff.
PADI OW instructor here, 24 hours is the PADI and SSI recommended duration but you can do it within 6 hours which is what the Navy suggests and honestly if you dive below 70 feet, you're not going to get bent at skydiving altitude even if u fly immediately after getting to shore

Skydiving supposedly Spain and Portugal when I looked into it, but I haven't gone for the certification yet.

you don't want to mix skydiving and scuba diving. That's how you get the bends. Do one or the other.
You can do both if you wait 24 hours after diving before going up in the plane.
