I think that's a perfect amount of time. 2 weeks only gives you enough time to do the classic tourist circuit, plus a couple of beach days. Adding an extra week allows you to see the Tamil region which is too often overlooked.
People will be harassing you on the beaches and a lot of natives gather around turistic areas or in hotels vicinity to try to sell you shit. Ive been there close to 20y ago, but I can only imagine that situation got even worse because of the economy crisis.
I was in 60 countries but Sri Lanka was one of the worst ones when it comes to how the way locals see all white people as a walking foregin currency banks. It really bad, they will follow you like a dogs and no amount of reasoning/ignoring them will help.
