It’s not posh, there are no big resorts, it doesn’t get yacht people (nor cruise ships), nightlife is limited, low-key and mostly for locals. There’s very little to do there, which is why I like it. But by some standards it’s probably a boring shithole.
Depends exclusively on what you're after. Want to live there? Want to beach bum there with little nightlife? Want a blend of beach and nightlife? Do you want there to be stuff to do besides beach, bars and nightlife? The answer changes drastically depending on what you're after.

I admit that Culebra has better snorkeling/diving, and most Puerto Ricans I know (among others) think it’s prettier, but I like the fact that less of what little there is on VQS is aimed at tourists. It feels more like a small town and less like a holiday destination. And the fact that it’s arguably a bit scuzzy compared to Culebra is actually appealing to me.
Since you tossed in historical sites and buildings, probably Puerto Rico because of old San Juan being preserved so well. The typical trip would be to go to the beach during the week and then downtown on the weekend for serious nightlife and history tourism. The big gems behind PR is that it "owns" a ton of smaller islands which are considered part of PR so I'd probably do a stint in Culebra for beach and snorkeling, maybe a catamaran trip from Fajardo to Palomino and Icacos, or a stint in La Parguera exploring kays, hitting up the bioluminescent bay and then doing a daytrip to Ponce or Salinas to grab a catamaran to Caja de Muertos.
